The propensity of Rome as a major impulse in the Islamic politics

Öz:
Tarihi boyunca îslam dünyasında kapsamlı, sistemli ve köklü iki kültürel başkalaşım olmuştur: Birisi İslam'ın Sasani ve Bizans topraklarına yayılmasıyla, diğeri Osmanlı İmparatorluğu tarafından 18. yüzyılda başlar. Her ikisi Batı istikameti i kültürel başkalaşımlar olarak nitelenebilir ve her ikisi de organik olarak bağlantılı olaylardır. Birincisi kaynaklarda İslam'da tercüme hareketi kavramı tarafından gölgede bırakılmıştır. Bununla birlikte bu olay, mevcut kaynaklarda zaten yapılmış, ancak birbiriyle bağıntıları kopartılmış Arap dilbilgisinin Helenleştirilmesi, İslam devletlerinin Romalılaştırılması gibi tespitler birleştirildiğinde gözlemlenebilir. İkinci olay, Osmanlı İmparatorluğu ile Batı dünyası arasındaki çatışmalardan dolayı gözlerden saklanmıştır. Bu iki tarihsel olay birleştirildiğinde, İslam siyasetini anlamada tek bir yol elde ediyoruz. Çeşitli İslam düşünürlerinin eleştirileri ışığında Kur'ân'daki Roma Suresi'rim (Rûm Suresi) ilk altı ayeti, İslam tarafından emilmiş Sasani ve Helen dünyaları arasındaki kadim çatışma ile daha ziyade Sasani ve Helen kökenli Mevâlî topluluğu arasındaki ilişkiye odaklanarak, İslam'da Batı dünyasına yönelik siyasi tutumun anayasal ve sosyal dinamiklerini ele alacağım. Sonuç olarak çalışmam, İslam'ın gayr-ı mütecanis bir toplumu yönetmedeki tarihsel kabiliyeti ile İslam ve Doğu dünyası arasındaki karşılıklı siyasi kapasiteyi tartışacaktır.

There are two extensive, systematic and fundamental cultural transmutations held in the Islamic world during its history one of which initiates by the invasion of Islam over the Sasanian and Byzantian territories, and of another in the 18th-century by the Ottoman Empire. Both can be qualified as cultural transmutations towards Western destination, and both are organically interconnected events. The first fact has been shadowed in the literature by the concept of translation movement in Islam. The very fact, however, can be observed through integrating the disconnected determinations already made in the present literature such as Hellenization of Arabic grammar, Romanization of Islamic empires, etc. The second fact is also underrated due to the political conflictions between the Ottoman Empire and the Western world. Interconnecting these two historical facts, we obtain one single way in understanding Islamic politics. Focusing on the relationship between the first six Qur'ânic verses of Sürat al-Rûm (Sürat of Rome), the ancient confiiction between tlfe Sasanite and Hellenic worlds which was absorbed by Islam, and the mawali community that was massively originated by the Sasanite and the Hellenic peoples, I will undertake the constitutional and social dynamics of the political attitude of Islam towards the Western world, including the classical criticisms of various Muslim scholars. My paper will finally discuss the historical ability of Islam in managing the heterogeneous community, and the mutual political capacity between Islam and the Eastern world.
