Konjonktür Yanlısı Maliye Politikası: Nedenler ve Önleyici Tedbirler

Öz:
Bu çalışmada konjonktür yanlısı maliye politikalarının nedenleri ve bunlara kar- şı alınabilecek tedbirler konusu incelenmektedir. Prensip olarak, hem Keynes- yen hem de neoklasik standard modellerde hükümetlerin konjonktür yanlısı ma- liye politikaları uygulamaları gerektiği savunulmamaktadır. Ancak uygulamadaözellikle gelişmekte olan ülkelerde konjonktür yanlısı maliye politikaları yaygınbiçimde uygulanmaktadır. Maliye politikasının konjonktür yanlısı olmasına yolaçan nedenler arasında özellikle borçlanma kısıtları, kredi piyasalarına erişimsorunları, finansal araçların yetersizliği, gelir dağılımındaki bozukluk, tercihler- deki kutuplaşma, politik ekonomi kaynaklı bozulmalar ve zayıf kurumsal yapılaröne çıkmaktadır. Konjonktür yanlısı maliye politikalarına karşı aşırı bütçe açıklarıve kamu borcundan sakınılması, finansal piyasalara daha iyi erişim sağlanması,mali kuralların kabul edilmesi, kurumsal kapasite ve kalitenin güçlendirilmesi gibibazı tedbirler alınabilir. Bu tedbirlerin özellikle kısa vadede başarılı bir şekilde uy- gulanmaları kolay olmamasına karşın, olumlu etkilerinin sadece konjonktür yan- lısı politikaları azaltmakla sınırlı kalmayacağı ileri sürülebilir.

Procyclical Fiscal Policies: Causes and Preventive Measures

Öz:
This paper examines the causes of procyclical fiscal policies and possible mea- sures that can be taken against them. In principle, neither Keynesian nor neoc- lassical standard models argue that governments should implement procyclicalfiscal policies. But in practice, especially in developing countries, procyclical fis- cal policies are frequently implemented. There are remarkable reasons that leadto procyclical policies such as borrowing constraints, difficulties in access to cre- dit markets, insufficient financial instruments, income inequality, polarized pre- ferences, distortions arising from political economy and weak institutional struc- ture. Some measures can be taken against procyclical policies like avoiding ex- cessive budget deficits and public debts, having a better access to financial mar- kets, enacting fiscal rules, strengthening institutional capactiy and quality. Altho- ugh implementing these measures succesfully, particularly in the short run, is noteasy, it can be suggested that their positive impacts will not be only limited to re- ducing procyclical policies.
