Tüketime Ba¤l Bir Kimlik Ö¤esi Olarak Konut ve Planlama Aç s ndan Bir De¤erlendirme
Öz: Öz Günümüzde konut üretiminde, kamu müdahalesinden çok piyasada üretimi belirleyen süreç ve koflullar n etkili oldu¤u, giderek kamunun da piyasadaki aktörler gibi davranmaya bafllad ¤ görülmektedir. Türkiyenin serbest piyasa ekonomisine geçmesiyle gelir da¤ l m giderek bozul- maya bafllam fl, küresel ölçekte izlenebilen e¤ilimlere de uygun flekilde, lüks tüketime yönelen bir kitle ortaya ç km flt r. Konut, art k bir yat r m arac oldu¤u kadar, toplumsal statüyü de simgeleyen bir tüketim mal haline gelmifltir. Temel insan gereksinimlerinden olan konuta bu yaklafl m, planlama alan aç s ndan bazsorun alanlar n gündeme getirmektedir. Bar nma amac ile tüm gelir gruplar için yeterli ve eriflilebilir konut alanlar planla- mas yaklafl m n n yetersizlik gösterdi¤i, piyasa süreçleri içinde kentin çeperlerine yerleflerek kentin yay lmas nda belirleyici olan yeni kapal sitelerin oluflturuldu¤u görülmektedir. Bu yaklafl m, kent planla- man n do¤as ile çeliflmektedir. Makalenin amac , mevcut konutlaflma e¤ilimleri için- den kapal sitelerin tüketim toplumu aç s ndan tart fl lmas ve bu tür konutlaflman n kent planlama disiplini aç s ndan de¤erlendirilmesidir. Tart flma,stanbul kentinin konut üretim dinamikleri ile örneklenecektir.

Öz: Private sector investments are the leading factor of housing production today while public agents become a part of the housing market, instead of controlling it. A new consumerist segment in the society has emerged in Turkey after the transition to free market economy, in line with the glob- al tendencies. Luxury housing became an instrument for investment as well as a sign of social status of the inhabitants. Housing production, which is a human right, with- out public control leads to problems in the field of urban planning. On the one hand, there is a shortage of affordable housing production, on the other development of gated communities surround periphery of the cities. Not only gated communities but also housing development projects in inner cities became the commodities of free mar- ket, which constitutes a contradiction with the nature of the planning. The aim of this article is to discuss the gated communities, which epitomize commodified housing pro- duction in the frame of consumer society, referring to Istanbul.
