SAĞLIĞIN SOSYAL BELİRLEYİCİLERİ İÇİNDE ARA HALKA: SOSYAL SERMAYE

Öz:
Günümüzde sağlığın sosyal belirleyicilerine yapılan vurgu oldukça güçlü bir şekilde dile getirilmektedir. Sağlığın sosyal ve daha derinde yapısal belirleyicileri halk sağlığı emekçilerinin de dünya genelinde araştırma ve eylemlerini yönelttikleri alan olmaktadır. Bu belirleyicilerin genel çerçevesi Sağlığın Sosyal Belirleyicileri Komisyonunca belirtilmiştir. Bu çerçevede sosyoekonomik nedenler ile yaşam koşulları arasında belirtilen sosyal sermaye ise son otuz yılda çeşitli disiplinlerin ilgi odağı olan bir kavramdır. Sağlık bilimleri de kavrama ilgisiz kalmamış ve sosyal sermayenin sağlıkla ilişkili olduğunu gösteren birçok çalışma yapılmıştır. Sosyal sermaye tanımı net olarak yapılabilmiş değilse de temel olarak insan ilişkilerine dayalı bir kaynak olduğu söylenebilir. Bu çalışmanın amacı okuyuculara sosyal sermayenin köprü kuran, bağ kuran ve bağlantı kuran gibi farklı türleri, tanımları ve sosyal sermayeyi oluşturan sosyal ağlar, karşılıklılık, güven ve diğer unsurlarına dair temel kavramsal altyapıyı ve sosyal sermayenin farklı türleri ve unsurlarının sağlık etkilerine yönelik bir özet sunmaktır. Ayrıca sosyal sermayeye yöneltilen eleştiriler ve karşı eleştirilere de yer verilmiştir. Sonuç olarak sağlıkla ilişkisi giderek artan şekilde incelenen sosyal sermayenin tanımlama, yöntem ve ölçüm bakımından üzerinde dikkatle durulması ve farklı tür ve unsurlarının bu sağlık etkilerinde nasıl bir pay sahibi olduğu hakkında daha fazla araştırmaya gerek duyulan bir kavram olarak düşünülmesi gerekir.

Social Capital: The Intermediary Determinant in the Social Determinants of Health Framework

Öz:
The emphasis on social determinants of health has been powerful in recent decades. Public health practitioners have focused on social and structural determinants of health in their operations and researches at a global scale. In the framework put forward by the Commission on Social Determinants of Health, social capital, placed as an intermediary determinant functioning between socio- economic factors and living conditions, has become focus of interest for many disciplines in the last three decades. In the field of public health, there are numerous studies demonstrating the relation between social capital and health. Although the definition of social capital is still part of an ongoing debate, it basically refers to set of resources drawn from social relations. The aim of this study is to provide a broad summary and conceptual foundation of different definitions and forms of social capital, i.e. bonding, bridging and linking, as well as elements of social capital such as social networks, reciprocity and trust along with their health effects. Additionally, this article also includes critiques and counter-critiques to social capital. As a response to growing interest in the health effects of social capital, this article holds that more research is needed to further outline the relation between health and different forms and elements of social capital. Also, definition, research methods and measurement of social capital needs more scholarly attention.
