In the not-so distant past, Abkhazia – an 8,600 km2 narrow strip of territory on the coast of the Black Sea in northwest Georgia – had an autonomous republic status under the rule of the Georgian Soviet Socialist Republic. Since the collapse of the Union of Soviet Socialist Republics, debates on the contemporary status of Abkhazia have increased. From 1992-1993, such debates transformed into armed conflict between Georgian and Abkhazian forces. During and after the conflict, especially as a result of foreign migration, significant changes occurred in the demographic balance of Abkhazia in favor of Abkhazians. In 1991, Abkhazia drafted a declaration of independence, which failed to garner the acceptance of the international community. The aim of this paper is to analyze the impacts of the citizenship policies of the de-facto Abkhazian state, the Russian Federation and Georgia on identity-based dissociation and integration processes in Abkhazia and the regional order. However, discussions contained in this paper will primarily revolve around the legacy of Abkhazian identity and demographic transition processes – which constitute the rationale of policies and the determinants of their political impacts. The thesis of this paper is as follows:citizenship policies of the Russian Federation and de-facto state of Abkhazia resulted in the diminishment of Georgia’s control over the region of Abkhazia. Correspondingly, since 2011 the Georgian administration came to employ a futile citizenship policy that aimed at balancing Russian regional influence with the support of Western states. Ultimately, a Russia-controlled ethnic integration or dissolution process is expected to be institutionalized in Abkhazia.
