NATO BARIŞI DESTEKLEME HAREKÂTI, ISAF İÇİN LOJİSTİK SÜRDÜRÜLEBİLİRLİKTE BİR MODEL ÖNERİSİ: TAMSAYILI DOĞRUSAL PROGRAMLAMA UYGULAMASI

Öz:
NATO'nun icra ettiği Barışı Destekleme Harekâtlarında, "Lojistik Sürdürülebilirlik" konusu, harekâtın bekası için başlı başına bir problem sahası olma özelliğini hâlâ sürdürmektedir. Askeri harekâtların en büyük tahditlerini lojistik imkanlar belirler. Lojistiğin en önemli fonksiyon sahalarından birisi de akaryakıt ikmalidir. Nev'i ne olursa olsun her türlü askeri harekâtta akaryakıt ikmali çok önemli bir kuvvet çarpanıdır. Çalışmanın amacı; NATO liderliğinde Afganistan'da yürütülen Barışı Destekleme Harekâtında, akaryakıt ikmalinin operasyon bölgesinde güvenli ve maliyetetkin dağıtımının optimizasyonu olarak belirlenmiştir. Akaryakıt dağıtımının iyileştirilmesi ile ilgili karar probleminin çözümünde; NATO'nun belirlediği 3PL firmasının dağıtım sistemindeki rota planı ile toplam dağıtım maliyeti tespit edilmiştir. Aynı değerler esas alınarak "Tamsayılı Doğrusal Programlama Modeli" (TDP) kurulmuş ve model Lindo 6.1 programında çözülerek elde edilen sonuçta maliyetin; 3PL firması ile yapılan dağıtım maliyetine göre % 7,232 oranında daha maliyet etkin olduğu tespit edilmiştir

Öz:
In the NATO-led conducted Peace Support Operations, "Logistics Sustainability" is still a problematic area for the outlast of the operation. Any kind of military operation is limited by the logistics capabilities. One of the most important functions of logistics is fuel supply. Whatever the type of military operation is, fuel supply is a force multiplier. The aim of the paper is; "the optimization of safe and cost-effective fuel distribution in the Nato-led Peace Support Operation conducted in Afghanistan". In the solving process of this decision making optimization problem; first, the route and the total distribution cost within this route for the 3PL company was calculated. Then, same cost calculations was done with the suggested "Integer Lineer Programming" using Lindo 6.1 version and was found out that the model foresees % 7,232 more economic results
