Üniversiteleri Küreselleşme Bağlamında Konumlandırmak

Öz:
Küreselleşme, genel olarak, gittikçe bütünleşen küresel ekonomi ve dünya çapındaki iletişim patlaması sebebiyle dünyanın yavaş yavaş daha büyük bir karşılıklı bağlılık içine girmesiyle sonuçlanan oldukça karmaşık bir süreçler bütününe işaret eder. Bu süreç, pazar güçlerinin her seviyedeki hâkimiyetini de içine alan olağanüstü ekonomik, toplumsal, kültürel ve siyasal etkilere sahiptir ve bu etkiler kaçınılmaz biçimde devam edecektir. Yüksek öğretim de küreselleşme baskılarından uzak kalmış değildir. Ancak küreselleşmenin etkisini kısmen de olsa belirleyen şeyler vardır: idealde yerel, bölgesel ve ulusal şartlar ile bağlamları yansıtması beklenen kurumsal tepkiler. Kurumsal tepkiler günlük hayatta küresel olanı hem yeniden üretir hem de ona karşı koyar. Burada ileri sürülen iddia üniversitelerin edilgen değil, etken ve kendi muhtevalarını, kendi memnuniyetlerini esas alan bir tepki vermeleri gerektiğidir. Küreselleşmeye karşı izlenecek genel kabul görepuck-bir kurumsal strateji veya süreç yoktur.

Positioning Universities in a Context of Globalisation

Öz:
Globalisation generally refers to the complex set of processes resulting in the greater interconnectedness of the world forged by an increasingly integrated global economy and the explosion of worldwide telecommunications. It has, and inevitably will exert, enormous economic, social, cultural, and political influences including an evident ascendancy of market forces at ail levels. Higher education has not been insulated from globalisation pressures. However the impact of globalisation is at least partly determined by institutional responses, which ideally should mirror local, regional, and national conditions and contexts. Institutional responses can both reproduce and resist the global in day-to day life. There is no single generally recognised institutional strategy or process for responding to globalisation. The argument put here is that universities should respond actively, not passively, and on a basis of their content.
