BRICS Ülkelerinde Kamu Sağlık Harcamaları Etkinliğinin Belirleyicileri

Öz:
Kamu harcamalarında etkinliğin sağlanması, ekonomideki kıt kaynakların en uygun şekilde kullanılması ve böylece toplum refahının maksimize edilmesi bakımından önem arz etmektedir. Benzer şekilde, kamunun yaptığı sağlık harcamalarının toplumsal yaşam kalitesini olumlu yönde etkilemesi bu yatırımlardan sağlanacak etkinliğe bağlıdır. Bu çalışmada, kamu sağlık harcamaları etkinliğinin belirleyicileri 2000-2013 döneminde BRICS ülkeleri için araştırılmıştır. Bu doğrultuda kamu sağlık harcamalarının etkinliğini belirlemek üzere öncelikle Veri Zarflama Analizi (VZA) kullanılmış, daha sonra kamu sağlık harcamalarının etkinliğini belirleyen ekonomik ve kurumsal faktörler Logit ve Tobit regresyon modelleri ile araştırılmıştır. Analizler sonucu elde edilen bulgulara göre BRICS ülkelerinde; işsizlik oranı, enflasyon oranı, yatırım harcamaları ve yolsuzluk değişkenleri kamunun sağlık sektöründe yaptığı yatırım harcamalarının etkinliğinin önemli birer belirleyicisidir

Determinants of Public Health Expenditures Efficiency in BRICS Countries

Öz:
The optimization of public expenditures has importance on utilizing scarce resources in the best way possible and maximizing public welfare. Likewise, public health expenditures positive affect on quality of life depends on the efficiency of these investments. In this study, the determinants of public health expenditures efficiency investigated for BRICS countries the period of 2000-2013. Accordingly, in order to determine the efficiency of public health expenditures, data envelopment analysis (DEA) used then economic and corporate factors, which determine the efficiency of public health expenditures examined with Logit and Tobit estimation technique. According to findings derived from these analyses, the rate of unemployment and inflation, investment expenditures and corruption variables are significant determinants in the efficiency of public health expenditures in BRICS countries
