ÖZEL SEKTÖR MOTİVASYON ARAÇLARININ TÜRK KAMU SEKTÖRÜNDE UYGULANABİLİRLİĞİ

Öz:
Kamu çalışanlarının motivasyonu sorunu ulusal ve uluslararası çalışmalarda son on yılda yoğun biçimde ele alınmaktadır. Üzerinde uzlaşı sağlanan husus kamu sektörü çalışanlarını motive eden etkenlerin, özel sektör çalışanlarınınkilerle aynı olmadığıdır. Üzerinde görüş birliğinin sağlanmadığı nokta ise özel sektöre özgü motive edicilerin kamu sektöründe uygulanabilirliğidir. Bu sorun, özel sektör çıkışlı araç ve metotların kamu sektöründe de kullanılabileceğinden hareket eden Yeni Kamu İşletmeciliği (YKİ) yaklaşımı bağlamında tartışılmaktadır. Bu çalışmanın amacı, özel sektör örgütlerinde kullanılan motivasyon araçlarının Türk kamu sektöründe uygulanabilirliğini yasal mevzuat ve personel rejimi açısından irdeleyerek açıklığa kavuşturmaktır. Çalışma Türk kamu sektörü ile sınırlı tutulmuştur. Çalışmada öncelikle ulusal ve uluslararası alan yazın taraması yapılarak, kamu ve özel sektörde çalışanların motivasyonunu etkileyen hususlar tespit edilmiştir. Sonrasında, 657 sayılı Devlet Memurları Kanunu ile adli, askeri, akademik ve sözleşmeli personel statülerini düzenleyen yasal ve idari düzenlemeler incelenmiştir. Alan yazın taramasında tespit edilen motive edicilerin yasal mevzuattaki düzenlemelerle karşılaştırması yapılarak sonuca gidilmiştir. Çalışma sonucunda; performansa dayalı ödeme gibi özel sektöre özgü maddi içerikli bazı güdüleyicilerin kamu sektöründe kullanılabilirliğinin sınırlı olduğu; lojman, eş yardımı, çocuk yardımı gibi bazılarının ise özlük hakkı olarak tanındığı görülmüştür. Bunun yanında, özel sektörde uygulanması rasyonel kabul edilmeyen iş güvencesi, pozitif ayrımcılık, ailenin bütünlüğü gibi araçların Türk kamu sektöründe yoğun biçimde kullanıldığı tespit edilmiştir.

APPLICABILITY OF PRIVATE SECTOR MOTIVATION TOOLS IN TURKISH PUBLIC SECTOR

Öz:
The topic of the motivation of public employees has been extensively addressed in national and international studies over the last decade. The consensus is that factors that motivate public sector employees are not the same as those motivating private sector employees. The point that lacks consensus is the applicability of private sector motivators in public sector. This problem has been debated in the context of the New Public Management (NPM) approach, which argues that private sector instruments and methods can be used in public sector. The aim of this paper is to clarify the applicability of motivation tools used in private sector organizations in Turkish public sector by analyzing legal regulations and personnel regime. The study is limited to the Turkish public sector. The study first reviewed national and international literature to identify the issues affecting the motivation of employees in public and private sectors. Then, it examined the Law on Civil Servants No. 657 and the legal and administrative regulations governing jurisdiction, military, academic and contractual personnel statutes. Its conclusion compared motivators in the legal regulations with the ones reported in literature. Study results were as follows: some financial motivators specific to private sector such as performance-based payment have restricted utility in public sector; some motivators such as public housing and family aids are regulated as employee personnel rights. In addition, this study found that tools such as job security, positive discrimination, family integrity, which are not considered rational in private sector, are used extensively in Turkish public sector.
