Plastik Poşet Vergisi Uygulaması: Türkiye İçin Bir Değerlendirme

Öz:
1977 yılında piyasaya sürülen ve kullanımı giderek yaygınlaşan plastik poşetler çevre kirliliğine neden olmaktadır. Plastik poşet tüketiminin neden olduğu çevre kirliliği karşısında bazı ülkelerin plastik poşet tüketimin azaltılmasına yönelik mali tedbirler aldığı görülmektedir. Bu malitedbirler içerisinde en yaygın olarak başvurulan araç vergilerdir. Plastik poşetler üzerinde uygulanan vergileme yöntemleri ülkeler arasında farklılık göstermekle birlikte vergi genel olarakya üretim aşamasında veya son tüketiciye ulaştığı aşamada uygulanmaktadır. Bu çalışmada, ülkelerin plastik ürünlere yönelik uyguladıkları çevre vergileri incelenmiş ve Türkiye'deki yeni çevreyasası kapsamında ele alınan plastik poşet vergisi değerlendirilmiştir. Değerlendirme sonucundaplastik ürünlerin tüketiminin azaltılması için vergilerin etkili bir araç olabileceği bununla birliktetoplumun konu ile ilgili bilinçlendirilmesinin de önemli bir yere sahip olduğu söylenebilir.

Plastic Bag Tax Practice: An Assessment For Turkey

Öz:
Released in 1977 and being used more widely day by day, plastic bags cause environmental pollution. To stand against the environmental pollution created by the use of plastic bags, it is observed that some countries have taken financial precautions in order to decrease the use of plastic bags. The most commonly used one among these financial precautions is car tax. Although taxation methods practiced for plastic bags may vary from country to country, the tax is generally practiced in the stage of production or in the stage where the product reaches to the consumer. In this study, environment taxes practiced by countries for plastic products were analysed, and the plastic bag tax applied in Turkey within the scope of the new environmental law was evaluated. As a result of the evaluation, it can be stated that tax can be an effective tool to decrease the consumption of plastic products, and it is also important to inform the society about the issue.
