Mekân, Yer ve Şehir: Türkiye’de Suriye Karşıtlığının Kentteki Görünümleri

Öz:

2018 yılı itibariyle sayısı 3,5 milyona ulaşan Türkiye’deki Suriyeli sığınmacı nüfusununvarlığı pek çok yönüyle akademik makale ve araştırma raporları tarafından değerlendirilmişve meselenin önemli boyutlarından birisi olarak da Türkiye toplumunda yaygın bir Suriyelikarşıtlığının varlığına dikkat çekilmiştir. Bu makale 2016 yılında başlayan ve halen devametmekte olan İzmir’deki etnografik bir alan çalışmasının bulgularına dayanarak söz konusuzenofobik tepkilerin ülke ölçeğindeki siyasal ve ideolojik zeminlerine dair bazı önermelerortaya koymayı amaçlamaktadır. Buna göre özellikle cumhuriyetçi/seküler kesimler, Alevive Kürtler arasında Suriyeli karşıtlığı kendisini belirli anlam ve sembollerle yüklü “temsilmekânının” ve kendi yerel özgüllükleriyle sahiplenilen “bir yer olarak mekânın” kaybı endişesiile bütünleşerek ifade etmektedir. Mekân kaybı endişesinin bu her iki boyutu da Türkiye ölçeğiniilgilendiren ve son dönemlerde yoğunlaşmış siyasal ve ideolojik kaygıların ve taraflaşmalarınizini taşımaktadır. Zira, Suriyeli mültecilerin kent yaşamı içerisindeki somut etkileri “Suriyeve mülteci meselesine” siyasal iktidar tarafından yansıtılmış olan İslamcı-milliyetçi ideolojikproje karşısında benimsenen tavır temelinde anlamlandırılmakta ve böylelikle de bir siyasaltavra dönüşebilmektedir. Bu durum, hem Suriye savaşı hem de mülteci meselesine İslamcımilliyetçi ideolojik yükten arındırılmış yeni bir yaklaşımın benimsenmesinin Suriyeli mültecikarşıtlığının önlenmesinin zorunlu yapısal koşullarından biri olduğunu göstermektedir

Space, Place and the City: The Urban Facets of Anti-Syrian Sentiments in Turkey

Öz:

Since 2012 there have emerged an extensive scholarly literature pertaining to the socio-economic repurcussions and political/legal aspects of the unprecedented inflow of Syrian asylum seekers into Turkey. The prevalence of crude anti-Syrian sentiments across Turkish society is one of the most pressing aspects of this refugee inflow that requires a careful examination. Based on an ethnographic fieldwork conducted between 2016 and 2018 in İzmir this article asserts that these anti-Syrian sentiments cannot be simply reduced to a “natural” reaction to the rapid demographic and socio-economic change instigated by a massive inflow of a “foreign” community. Instead, it argues that the longstanding anxieties about the “loss of space of representation” and the “loss of space/place” are constructive of the anti-Syrian sentiments among certain sections of society such as Alevis, Kurds and secularists. The article states that these two aspects of the loss of space has been recently politicized and intensified by the ruling Justice and Development Party (AKP)’s quest for consolidating its Islamist nationalist political project. As such, the anti-Syrian sentiments in Turkish society need to be contextualized within the recent nation-wide political and ideological contentions. The strategies as to the prevention of xenophobia in Turkey need to take into account and problematize such ideological and political underpinnings of the antiSyrian sentiments.
