DİASPORA-ÜZERİNE-UZMAN(LIK), POLİTİKA ÇALIŞMALARI İÇİN NEYİ İMA EDİYOR?

Öz:
“Diaspora uzman(lığ)ı”, sivil toplum örgütleri ve uluslararası kuruluşlartarafından tıbbi, teknik ve yönetimsel bilimler gibi çeşitli alanlarda uzman ve birdiaspora grubuna ait kişileri tanımlamak için kullanılmaktadır. Fakat bukavramının bir de uzmanlık alanını diaspora konusu üzerine kazanmış kişilerianlatması söz konusudur. Bu çalışmada ilk durumu anlatmak için “diasporaiçinden-uzmanlık”, ikinci durum içinse “diaspora-üzerine-uzmanlık”kullanılmıştır. Diaspora-üzerine uzmanlık; diasporaların anavatanla, misafirülkeyle ve diğer ülkelerdeki diaspora gruplarıyla ilişkilerini kapsayan bir ağınyönetimine; bir tür dünya politikasına yönelik uzmanlık bilgisidir. Bu çalışmanınamacı, günümüzde diaspora üzerine uzmanlıktan beklenen bilgi, deneyim veyetenek birikiminin siyaset kavramını ve disiplinini nasıl dönüştürdüğünüanlamaktır. Bu doğrultuda öncelikle kavramların anlamlarına (diaspora veuzmanlık) ve diaspora-içinden-uzmanlığa değinilmiş; sonrasında diasporaüzerine-uzmanlığın izleri üniversitelerde kurulan program, enstitü, merkez vb.oluşumlar üzerinden akademi alanında ve “diaspora uzman(lığ)ı” başlıklı işilanları üzerinden piyasada/uygulamada aranmıştır. Sonuç bölümünde diasporaüzerine-uzmanlık konusundaki gelişmelerin siyaset çalışmaları akademisyenlerive mezunları için neleri ima ettiği tartışılmıştır.

What Does Expert(ise) On Diaspora Imply for Political Studies?

Öz:
“Diaspora expert(ise) is used by non-govermental and international organizations to identify individuals who are experts in various fields such as medical, technical and administrative sciences, and, at the same time, who belong to a diaspora group. However, diaspora expertise also indicates us to an expertise gained in the area of diaspora itself. In this study, to make it more understandable, the former is reformulated as “expertise-in-diaspora” while the later is identified as “expertise-on-diaspora”. The purpose of this study is to understand how the knowledge, experience and skills expected from expertiseon- diaspora transforms the concept and discipline of politics. In this line, first of all, meanings of the concepts (diaspora and expertise) and expertise-in-diaspora are taken into consideration; then, signs of expertise-on-diaspora are traced in the realm of field through programs, institutes, centers etc. in universities and in the realm of market/practice through job advertisements titled as “diaspora expert(ise)”. In conclusion, implications of developments on expertise-on diaspora for scholars and students of political studies are taken under discussion.
