ÇİN’DE DEMOGRAFİK DEĞİŞİM SÜRECİNİN SOSYAL GÜVENLİK SİSTEMİNE ETKİLERİ

Öz:
Ekonomik ve sosyal değişimleri etkileyen ve bu değişimlerden etkilenen demografik hareketler, 21. yy’ın en önemlikonularından birisidir. Demografik hareketlerin demografik değişimi işaret ettiği küresel dünyada, demografikdeğişime bağlı olarak dönüşüme ihtiyaç duyulan pek çok konu bulunmaktadır. Bunlardan biri de sosyal güvenliksistemleridir. Bu bağlamda asıl sorun, demografik değişimi kısa sürede tamamlayacak olan ve sosyal güvenliksistemlerini henüz tam anlamı ile oturtamamış ülkelerin demografik değişim sürecinde sosyal güvenliksistemlerinde yaşayacakları sorunları nasıl çözümleyecekleridir. Bu durumu yaşayan ülkelerin başında Çingelmektedir. Bu çalışmada, Çin’deki hızlı demografik değişime bağlı olarak sosyal güvenlik sisteminde yaşanandönüşümleri ve reform arayışlarını değerlendirmek amaçlanmaktadır. Ayrıca, çalışma demografik değişimsürecini henüz tamamlamamış ancak nüfusu hızla yaşlanan diğer ülkeler için de demografik değişim odaklı sosyalgüvenlik uygulamalarının bir an önce hayata geçirilmesinin bir gereklilik olduğunu, Çin örneği bağlamındaortaya koyması bakımından önem taşımaktadır.

Öz:
Demographic movements, which effect and affected by economic and social changes, are one of the most important issues of the 21st century. In a global world, there are many issues which need transformation due to demographic change where demographic movements point out demographic changes. One of them is social security systems. In this context, the real problem for the countries, which will complete the demographic change in a short time and have not yet fully established their social security systems, is how to solve the problems in the social security systems in the process of demographic change. China is the leading country that lives this situation. In this study, it is aimed to evaluate the pursuit of reform and transformations in the social security system due to rapid demographic change in China. Also, this study carries importance in the context of China example that is a necessity for implementing social security policies focused on demographic change as soon as possible for other rapidly aging countries, which have not been completed the demographic change process yet.
