One of the main debates in contemporary political philosophy has been shaped around the concept of ‘democracy’. With the discussions on ‘participatory democracy’ and ‘radical democracy’, it started to be seen as the source of both the problem and the solution especially after the 1980’s. As a consequence, many thinkers tried to define democracy in different contexts and thus proposed new conceptualizations. One of these figures is Sheldon S. Wolin, who has not been discussed much in the Turkish philosophical literature. In this study, Wolin’s thoughts on democracy and the concept of ‘fugitive democracy’ proposed in this context will be examined. For this, first of all, the distinction between ‘politics’ and ‘political’ will be revealed; then his critique that democracy should not be reduced to ‘constitutional democracy’ and ‘representative democracy’ will be stressed. Afterwards, Wolin’s ‘fugitive democracy’ concept and his approach that democracy should be understood as a temporary moment that mobilizes demos will be analyzed. In the last section of the article, the criticisms about Wolin’s ‘fugitive democracy’ concept will be summarized. Thus, a detailed assessment on Wolin’s conceptualization and approach will be made.
