KUZEY KIBRIS TÜRK CUMHURİYETİ’NDE POLİS MEŞRUİYETİ VE POLİSLE İŞBİRLİĞİ

Öz:
Polis, suçla mücadelede daha başarılı olabilmek için halkın işbirliğineihtiyaç duymaktadır. Yapılan araştırmalar halkın polisle işbirliği yapması içinmeşruiye faktörünün etkili olduğunu göstermektedir. Yapılan çalışmalarda polismeşruiyetinin hangi boyutlardan oluştuğu konusunda mutabık kalınmadığıgörülmektedir. Bu çalışmada, Beetham’ın meşruiyet yaklaşımından yolaçıkarak polis meşruiyetinin prosedürel adalet, dağılımdaki adaleti, yasallık veetkinlik faktörlerinden oluştuğunu ileri süren Tankebe’nin meşruiyet modelive meşruiyetin polisle işbirliğine etkisi araştırılmıştır. Araştırmada, meşruiyetfaktörleri, demografik faktörler ve itaat yükümlülüğü değişkenlerinin,vatandaşların polisle işbirliği yapma istekliliği üzerindeki etkileri de araştırılmıştır.Bu amaçla, 2017 yılında Kuzey Kıbrıs Türk Cumhuriyeti (KKTC) vatandaşlarınınkatılımıyla gerçekleştirilen saha araştırmasından elde edilen veriler, vatandaşlarındemografik faktörleri ile birlikte analiz edilmiştir. Elde edilen sonuçlar, Tankebe’ninpolis meşruiyeti boyutlarını doğruladığı görülmektedir. Ayrıca meşruiyetin, diğerdeğişkenlere göre polisle işbirliği üzerinde en büyük pozitif etkiye sahip olduğuortaya çıkmıştır. İtaat yükümlülüğünün ise polisle işbirliği üzerinde daha düşükfakat negatif yönde bir etkisinin olduğu bulunmuştur. Demografik değişkenlerdencinsiyet, eğitim ve medeni duruma göre polisle işbirliğinde herhangi bir farklılığınolmadığı sadece 65 ve üzerindeki yaş grubunun polisle işbirliğine negatif yöndeetki ettiği sonucu ortaya çıkmıştır.

POLICE LEGITIMACY AND COOPERATION WITH THE POLICE IN THE TURKISH REPUBLIC OF NORTHERN CYPRUS

Öz:
Police need public cooperation to be more successful in fighting crime. Research shows that the most effective factor for the public to cooperate with the police is the legitimacy of the police. In previous studies, there are differences regarding the factors that police legitimacy consisted of. In this study, Tankebe’s legitimacy model, which claims that police legitimacy consists of procedural fairness, fairness in distribution, legality and effectiveness factors based on Beetham’s legitimacy approach, and the effect of legitimacy on police cooperation were tested in TRNC. The study also investigated the effects of legitimacy factors, demographic factors and obedience obligation variables on citizens’ willingness to cooperate with the police. For this purpose, the data obtained from the field research conducted with the participation of Turkish Republic of Northern Cyprus (TRNC) citizens in 2017 were analyzed together with the demographic factors of the citizens. The results obtained confirm Tankebe’s dimensions of police legitimacy. In addition, it has been revealed that legitimacy has the greatest positive effect on cooperation with the police compared to other variables. Obedience obligation was found to have a lower but negative impact on cooperation with the police. The demographic variables revealed that there was no difference in cooperation with the police according to gender, education and marital status, and that only the age group of 65 and above had a negative effect on the cooperation with the police.
