Türkiye'de İhracat ile Büyüme Arasındaki Nedensellik İlişkisi: 1980 Dönüşümünün Etkisi

Öz:
Bu çalışmada Türkiye'deki ihracat ile ekonomik büyüme arasındaki nedensellik ilişkisi araştırılmıştır. Çalışmanın örnek periyodu 1950-2000 dönemidir. Bu dönemde Türkiye'de iki farklı büyüme politikası uygulanmıştır. 1980 yılı öncesinde ithal ikamesine dayalı büyüme politikası uygulanırken, bu tarihten sonra ihracata yönelik büyüme politikasına geçilmiştir. Bu nedenle çalışmada ihracat ile büyüme arasındaki nedensellik ilişkisi, 1950-1980 ve 1981-2000 dönemleri için de araştırılmıştır. Araştırma sonucunda, 1950-2000 dönemi bütün olarak ele alındığında ekonomik büyümeden ihracata doğru bir nedensellik ilişkisinin olduğu bulunmuştur. Bu, literatürde "büyümeye dayalı ihracat" (growth-led exports; GLE) olarak bilinen duruma uygun bir sonuçtur. Örnek periyodu ikiye bölündüğünde, 1950-1980 döneminde ihracat ile ekonomik büyüme arasında bir nedensellik ilişkisinin olmadığı, 1981-2000 döneminde ise ihracattan büyümeye doğru nedenselliğin olduğu sonucuna ulaşılmıştır. Buna göre 1980 yılında ekonomi politikalarında gerçekleştirilen dönüşüm ihracat ile büyüme arasındaki ilişkiyi değiştirmiştir. 1981-2000 döneminde "ihracata dayalı büyüme" (export-led growth; ELG) gerçekleşmiştir.

Casuality Relationship Between Exports and Growth in Turkey: Effect of Transformation in 1980

Öz:
The casuality relationship between exports and economic growth in Turkey is searched in this study. Sample period of this study is 1950-2000. During this period, two separate growth policies were adopted. While a growth policy based on imports substitution was being followed before 1980, there has been a shift towards an export oriented growth policy since then. Therefore, the casuality relationship between exports and growth is examined for the periods 1950-1980 and 1981-2000 in this study. As a result, if the period 1950-2000 is mentioned as a whole, the existence of a casuality relationship from economic growth towards exports is found out. This is a result in accordance with the situation known as "growth-led exports" in the literature. When sample period is divided into two, a casuality relationship between exports and economic growth during the 1950-1980 period is not found, while a casuality relationship is seen from exports towards growth in 1981-2000. According to these, the transformation on economic policies in 1980 had changed the relationship between exports and growth. An "export-led growth" took place during the 1981-2000 period.
