Küçük Devletlerin Statü Arayışlarının Bir Göstergesi Olarak Uluslararası Askeri Operasyonlarda Yer Almaları: İsveç, Norveç ve Danimarka Örneği

Öz:

Uluslararası ilişkilerde küçük devletlerin dış ve güvenlik politikalarınaodaklanan çalışmalar nispeten az sayıdadır. Bu çalışmada, belirli kriterlerdikkate alındığında küçük devletler olarak nitelendirilen İsveç, Norveç veDanimarka’nın BM, NATO ve ABD öncülüğündeki uluslararası askerioperasyonlarda yer alma motivasyonları sorgulanmaktadır. Uluslararasıilişkilerde giderek önem kazanmaya başlayan statü çalışmalarından yararlanarak, söz konusu devletlerin gerek uluslararası politikada gereksebüyük güçler nezdinde görünür olmak, fark edilmek, itibar kazanmak veprestij elde etmek amacında oldukları iddia edilmektedir. Bu devletlerinkarar vericilerinin ve üst düzey yetkililerinin resmî açıklamaları, ifadelerive bildirileri dikkate alınarak, dış politika söylemleri ve pratikleri nitelyöntemle analiz edilmektedir. Çalışmada, söz konusu devletlerin militaristaktivizminin statü arayışı çerçevesinde araçsal ve stratejik motivasyondankaynaklandığı sonucuna ulaşılmıştır. Bu noktada, küçük devlet çalışmalarıile statü çalışmaları bir araya getirilerek literatüre katkı sağlamak hedeflenmiştir.

The Participation of Small States in International Military Operations as an Indicator of Status-Seeking: The Example of Sweden, Norway and Denmark

Öz:

There are relatively few studies focusing on the foreign and security policies of small states in International Relations. In this study, the motivations of Sweden, Norway and Denmark, which are considered as small states considering certain criteria, to take part in international military operations led by UN, NATO and USA are questioned. Taking advantage of status studies that are becoming increasingly important in International Relations, it is claimed that these states aim to be visible, to be noticed, to gain reputation and prestige both in international politics and before the great powers. Taking into account the official statements and declarations of decision-makers and senior officials of these states, foreign policy discourses and practices are analyzed with a qualitative method. In the study, it was concluded that the militarist activism of these states stems from instrumental and strategic motivation within the framework of status-seeking. At this point, it is aimed to contribute to the literature by bringing together small states studies and status studies.
