BİTKİ ÇEŞİTLERİNİN METALAŞTIRILMASI VEÖZELLEŞTİRİLMESİ: BİTKİ ISLAHÇI HAKLARI VE UPOV

Öz:
Dünya halklarının en temel sorunlarından birisi gıda sorunudur. Bir yandan yaşanan gıda krizleri ve kıtlık, diğer yandan genetiği değiştirilmiş gıdalar bu sorunun önemini giderek arttırmıştır. Gıda egemenliğinin sağlanabilmesi için biyolojik çeşitliliğin devamlılığı sağlanmalıdır. Emperyalizmin başat araçları olan uluslararası kuruluşlar ve çok uluslu şirketler, yasal düzenlemelerin yanı sıra yeni nesil serbest ticaret anlaşmaları ile halkların ortak mirası olan bitki çeşitlerini metalaştırmaya ve özelleştirmeye yönelmişlerdir. Bu amaçla atılan adımlar arasında en önemlisi Uluslararası Yeni Çeşitlerin ve Bitkilerin Korunması Birliği, kısa adıyla UPOV’dur. Gıda endüstrisinin talepleri doğrultusunda yeni bir bitki koruma sistemi vücuda getiren UPOV, bitki ıslahçı haklarının genel çerçevesini belirlemektedir.

Privatization and Commodification of Plant Varieties: Plant Breeders’ Rights and The UPOV

Öz:
One of the most important problems of the peoples of the world is the food problem. On theone hand, food crises and famine, on the other hand, genetically modified foods have increasedthe importance of this problem. To ensure food sovereignty, biodiversity should be maintained.International organizations and multinational companies, which are the main tools ofimperialism, have turned towards the commodification and privatization of plant varieties thatare the common heritage of peoples with new-generation free trade agreements as well as legalregulations. The International Union for the Protection of New Varieties of Plants (UPOV) isthe most important step taken for this purpose. UPOV, which introduced a new plant protection system in line with the demands of the food industry, has determined the general framework ofplant breeders’ rights.
