TÜRK DIŞ POLİTİKASININ BİR SÜREKLİLİK UNSURU OLARAK BARIŞ OPERASYONLARININ İNCELENMESİ

Öz:
Çok uluslu barış operasyonları, uluslararası barış ve güvenliğin sağlanması hususunda modern uluslararası sistemin izinverdiği ve en yaygın biçimde kullanılan araçların başında gelmektedir. 70 yılı aşkın süredir düzenlenmeye devam eden barışoperasyonlarına yönelik, süreç içerisinde çatışmaların niteliğinde yaşanan dönüşümlere ve “barış” düşüncesinin geçirdiğievrime bağlı olarak bir dizi reform yapılmış ve bu operasyonlar, günümüzdeki çok amaçlı ve çok yöntemli haline gelmiştir.Operasyonlara BM ve diğer uluslararası ve bölgesel örgütler ile çok sayıda devlet katılım göstermiştir. Katılımcı ülkelerdenbir tanesi olarak Türkiye de barış operasyonlarına önemli destek sağlamıştır. Bu çalışmada, Türkiye’nin barış operasyonlarınakatılımı; tarihsel ve nedensel bağlamlarda analiz edilmektedir. Türkiye’nin, güvenlik stratejilerinde yaşanan değişimlerebağlı olarak, barış operasyonlarına katılımının hem içerik hem de yoğunluk bakımından farklılık gösterdiği çalışmanın temeliddiasıdır. Bu bağlamda, Türk dış politikasında bir süreklilik unsuru olarak görülen barış operasyonlarına katılımın realist birbakış açısıyla açıklanabileceği ve Türkiye’nin çıkar odaklı bir anlayış benimsediği çalışmanın başlıca sonucudur.

ANALYZING THE PEACE OPERATIONS AS A CONTINUITY OF TURKISH FOREIGN POLICY

Öz:
Multinational peace operations are one of the most widely used tools allowed by the modern international system to ensure international peace and security. A series of reforms have been made regarding peace operations depending on the transformations in the nature of conflicts and the evolution of the idea of "peace". The UN and other international and regional organizations, and numerous states have participated in the operations. Turkey, which is one of the participating states, has also provided significant support to peacekeeping operations. In this study, Turkey's participation in peacekeeping operations is analyzed in historical and causal contexts. The main claim of the study is that Turkey's participation in peacekeeping operations, depending on the changes in its security strategy, has changed in terms of both content and density. In this context, the main result of the study is that due to adopt an interest-oriented strategy, Turkey’s participation in peace operations, which is seen as a continuity factor in Turkish foreign policy, can be explained from the realist perspective.
