Öz:

Devletin ekonomik hayatta müdahaleci bir rol üstlenmesini kabul ve teşvik eden anlayış 1970'lerden itibaren ciddi bir şekilde eleştirilmeye başlanırken, bu süreçte devletin ekonomik yapı içerisindeki rolünde de bir dönüşüm söz konusu olmuştur. Söz konusu süreçte devlet müdahalesinin geleneksel teorik ve pratik nedenleri üzerinde önemli tartışmalar olmuş, devletin aktif rol aldığı bir takım sektörleri özel kesime devrederek ekonomik ve siyasal yaşamda oyunun kurallarını koyan ve denetleyen bir yapı içerisinde devletin düzenleyici bir rol üstlenmesini kabul eden bir yapılanma ve devlet anlayışı benimsenmiştir. Bu doğrultuda, ekonomik alana kamu girişimciliği biçimindeki geleneksel devlet müdahaleciliği kısmen biçim değiştirmiş ve regülasyon uygulamaları devlet müdahalelerini şekillendirmeye başlamıştır.

The Regulative Role Government and the Theories of Regulation

Öz:

The aspect which gives an interventionist role to the government is exposed to serious criticism since 1970's. In this process it is taken place the transform in role of government in which economic structure. Besides, it is especially discussed the traditional theoretical and practical causes of the government intervention in this period and is adopted a government pattern in which government have only certain regulation and control duties which will orientate economic and political sections. In addition, here it is devolved to private sector some activities that government have by public sector. According to this recent view, traditional government intelligence which is known as the public enterprises subjects to a transform toward the regulation government.
