Küresel Kamusal Mal Olarak Covid-19 Aşısı

Öz:
Covid 19 aşılarının geliştirilmesiyle birlikte söz konusu aşıların küresel kamusal mal olarak kabul edilmelerine yönelik çağrılar ortaya çıkmıştır. Bu çalışmada Covid 19’a karşı geliştirilen aşıların hangi şartlarda küresel kamusal mal olarak değerlendirilebileceği, bunların sunumunda geçerli olacak yöntemler ve gerekli kolektif eylem biçimleri analiz edilmektedir. Bu bağlamda aşı geliştirme çalışmaları sonucunda üretilen bilginin –fikri mülkiyet hakları kapsamında koruma altına alınmamak kaydıyla- ve bağışıklık kazandırma anlamında aşılama faaliyetinin küresel kamusal mal konsepti içinde değerlendirilebileceği sonucuna varılmıştır. Küresel kamusal mallar teorisi açısından bilgi üretiminde en iyi vuruş, aşılama çalışmaları açısından ise en zayıf halka yöntemi geçerli olacaktır.

Öz:
With the development of Covid 19 vaccines, calls have emerged for their acceptance as a global public good. In this study in which conditions that covid 19 vaccines can be considered as global public goods, which aggregation technology prevails and necessary collective action types are analyzed. In this context, it was concluded that the knowledge produced as a result of the vaccine research and development processes –provided that it is not protected under intellectual property rights- and the vaccination activity as immunization can be evaluated within the concept of global public goods. In terms of global public goods theory, knowledge production will be a best shot and vaccination will be a weakest link global public good.
